Planned and un planned load shedding

Planned and unplanned Load shedding is a regular feature in Electrical Distribution systems in many States of India . Can this be minimised or totally eliminated through proper Planning ?
Yes it is possible only with far sighted planning and proper implementation of systems.
The intention of this blog is to call for views from experienced engineers and planners to make and present a Paper to Government of India . Certain views of the Blogger is appended below in brief.

1. Bring Electrical Distribution under single all India body with three
divisions with full powers for Electrical Generation , Transmission and
Distribution.
2. Re organise Electricity Boards of all States under the Distribution wing an
autonomous body with out any political or bureaucratic controls.
3. Advance planning for the Power requirement of next ten years to be made on all
India Basis
4. All the transmission grids are to be made on regional basis and and not on state
basis and all controls to be eliminated to provide electricity all India .
5. Proper study of electrical requirement based on prior decided priority to be
made and supply to be made available to grid as per that and eliminate total load
shedding.
6. Power generation to be given priority .All new proposed generating stations to be
located based on availability of fuel and nearness to load centers .
7. Minimise Transmission loss by proper transmission voltage and lines of suitable
capacity.Low voltage net work should be made to 11 KV and transformers to be
located close to the load centre.
8. Each and evry person holding authority inrespective divisions and groups will be
made accountable for all their profit and loss of their unit and division .
9. Energy audit should be made mandatory for all consumers and they should make
in their unit and encouragement to be given for use of energy saving
equipments and training fecility for implementing energy conservation.
10.Stop power thefts and corruption with iron hand. If power is to be subsidised to
any sector it should be purchased from Electrical distribution system by
respective state governments through their fund only and that too subject to
availabilty of surplus power.
